Gender-Affirming Care Medicaid Coverage

On September 2, 2026, a coalition of 22 attorneys general filed a lawsuit in Massachusetts challenging the Trump administration’s attempt to prohibit states from using federal Medicaid funds for gender-affirming care for low-income minors and some young adults. We argue that the rule violates several federal and state laws, the Administrative Procedure Act, and the Spending Clause of the U.S. Constitution.
