Housing Grants

On November 25, 2025, a coalition of 19 attorneys general and two governors filed a lawsuit in Rhode Island against the U.S. Department of Housing and Urban Development (HUD) for illegally upending supports for tens of thousands of Americans experiencing homelessness with abrupt changes that will limit access to long-term housing and other services. We argue that HUD violated its own regulations and took actions that are arbitrary and capricious.
