Housing Support Cap

On July 7, 2026, a coalition of 22 attorneys general filed a lawsuit in Rhode Island against the U.S. Department of Housing and Urban Development (HUD) for unlawfully attempting to cap funding for permanent housing projects. We argue that HUD’s actions violate the Administrative Procedure Act for failing to proceed with notice-and-comment rulemaking, and for being arbitrary and capricious.
