Health Education Funding
On September 26, 2025, a coalition of 17 attorneys general filed a lawsuit in Oregon against the U.S. Department of Health and Human Services (HHS) for threatening to pull funding for longstanding teen reproductive and sexual health education programs from states unless they remove language concerning gender identity. The coalition asserts that HHS’s actions violate the federal Administrative Procedure Act as well as the United States Constitution, including Congress’ spending power and the separation of powers.
